Russian diplomatic letters and dispatches show that the Imperial Ministry assessed the fact of the convocation of a Council and its decisions in a different way if compared to Western European diplomats. More sympathetic towards the new Italian Kingdom, than the Papal States, they followed events in Rome and paid special attention to various contradictions between “parties” of Cardinals. Such a paramount interest to this aspect can be explained in the first place by the contents of the Holy See-Russia relations in the 1860s.
