One of the contemporary problems of the Philippines is the surplus labour force. The problem is economic, social, and political in nature. In this regard, the modern Philippines consider migration as a tool to solve this problem. The Philippine authorities have made significant efforts: incentivising migrants, providing opportunities to prepare them for departure and adaptation within the recipient country, as well as legal protection to its citizens abroad. This policy has resulted in a rapid increase in labour migration since the 1970s, making the Philippines the main exporter of labour in the region. Migration has become an important factor in maintaining economic stability in the country, in fact, becoming a new, booming sector of the archipelago’s economy. From April to September 2022 alone, 1.96 million Filipinos migrated abroad, while 2.5 million migrate annually from India, for example. Filipino migrants’ remittances amount up to 197.47 billion pesos from April to September 2022, which is about 10 percent of the country’s GDP.
