Due to the optimization of the parameters of dye type solar cells and necessitiy to manufacture them on thin and flexible substrate, there is a strong need in preparing of Titanium Dioxide with the annealing temperature less than 250 oC. The latest activities showed, that it can be made possible using Titanium Dioxide nanoparticles or inorganic polymeric chains Ti-O-Ti-O to act as binder between larger Titania particles In our work we developed a new inorganic nano-sized polymer binder, based on solutions of titanium butilate and titanium methylcellosolvate to serve as conductive bridges between Titainum oxide micron sized particles. The obtained inorganic polymer linker allows for decrease of the temperarture of Titanium dioxide annealing down to 150-200oC . The obtained layers were used to assemble the dye type solar cells using Ruthenium based dyes Ru520DN or RU602DN (Solaronix Co.), Iodine I-/I3- based electrolyte (Solaronix) and platinum counterelectrode (Platisol Solaronix). For the layers, which were made using mixture of Titanium butilate and titanium methylcellosolvate and annealed at 150 oC during 15 minutes and at 250oC at 30 minutes we obtained cells with power conversion efficiency of ca. 1%. The method opens the perspective to make dye type solar cells on flexible plastic substrates
