Аннотация:Данная статья является продолжением опубликованных ранее статей «Метанарративы: судьба научных идей в эпоху постмодерна» и «Метанарратив о свободе: мифология или наука?»
В метанарративе о демократии авторы, полемизируя друг с другом, выделяют элементы научного знания и политической мифологии. Демократия не может быть эффективной вне определенного институционального контекста, включающего в себя как культурные традиции народов, так и оптимальные формы государственной власти. Авторы сравнивают демократические, авторитарные и тоталитарные режимы, принимая во внимание усиление авторитарных тенденций в социально-политическом пространстве XXI века.
В статье анализируются проблемные аспекты выборов и демократических методов принятия решений. Активная пропаганда демократии в современном мире связывается не только с позитивными элементами данной формы правления, но и с активной поддержкой влиятельных сил, видящих в демократии инструмент воздействия на политику формально независимых стран. Также рассмотрены положительные и отрицательные аспекты воздействие компьютерных и телекоммуникационных технологий на развитие демократических процедур в информационном обществе.
This article is a continuation of the previously published articles «Metanarratives: scientific ideas in the postmodernity» and «Metanarrative of freedom: mythology or science?»
In the metanarrative of democracy, the authors, while arguing with each other, highlight the elements of scientific knowledge and political mythology. Democracy can not be effective outside a particular institutional context, which includes both the cultural traditions of peoples and the optimal forms of state power. The authors compare democratic, authoritarian and totalitarian regimes, taking into account the strengthening of authoritarian tendencies in the socio-political space of the 21st century.
The article describes the problematic aspects of elections and democratic methods of decision-making. Active propaganda of democracy in the modern world is associated not only with the positive elements of this form of government, but also with the active support of influential forces that see democracy as an instrument for influencing the policies of formally independent countries. Also they are considered, the positive and negative impacts of computer and telecommunications technologies on democratic procedures in the information society.
