Аннотация:The article presents the tactics of diagnosing cognitive universal educational activities (CUEA) for the formulation and solving the problem for younger school students, which are criteria, indicators, model of levels of data generation of UEA; the content characteristic of the levels of formation of the CUEA is given. The didactic material is presented, allowing to comprehend the resulted level characteristics; a set of didactic strategies aimed at increasing the levels of the formation of the CUEA in the formulation and solution of the problem for younger school students is described.
