Аннотация:В статье проанализированы некоторые аспекты повышения эффективности индустриальной политики, исследована инновационная политика в ракурсе кластернизации экономики Норвегии. Названы и охарактеризованы программы государственной поддержки кластеризации, определены их основные характеристики. Показан механизм поиска новых институциональных форм помощи кластерной организации (на примере программ Global Centres of Expertise и Norwegian Innovation Clusters) и поиска новой «сквозной стратегии» управления процессами кластеризаци. Указаны преимущества созданного в Норвегии механизма государственного регулирования кластеров, как-то: учет результатов и рекомендаций научных исследований по вопросам создания и развития кластеров, наличие вертикально интегрированной системы правительственных органов с достаточным эффективным кругом полномочий, своевременная модификация правительственных структур и корректировка их задач и полномочий, гибкая конфигурация платформ по поддержке развития кластеров с учетом их разнообразия, включение механизмов должного целевого финансирования и мониторинга экономического роста, наличие системных методов контроля.
The experience of Norway suggests some successful solutions for the governmental regulation of the clusterization process. In this article, we identify the main characteristics and key mechanisms of governmental regulation of the clusterization process as a tool of governmental regulation of industrial policy and economic development. We determine the specific characteristics of the establishment and development of Norway’s system of governmental bodies that participate in the identification of the main parameters of governmental regulation of innovative clusters. We also study the history and modern status of the governmental regulatory effect on the support of cluster establishment and development. We list the main principles of governmental control over cluster creation and development in Norway, as well as the terms and parameters of clusterization. Furthermore, we show the search mechanism for the new institutional forms of cluster-based organization support (using as examples the Global Centres of Expertise and the Norwegian Innovation Clusters programmes) and search for the new “end-to-end strategy” of clusterization processes management. The article also notes the advantages of the mechanism of cluster governmental regulation created in Norway. These advantages include the following: adopting the recommendations of scientific studies related to cluster creation and development; a vertically-integrated system of governmental bodies that exerts efficient authority; the modern modification of governmental structures and the adjustment of their tasks and authority; a flexible configuration of platforms for cluster development support based on the variety; the inclusion of mechanisms for properly implemented, special-purpose financing and monitoring of economic growth; and the availability of systemic control methods.
