Аннотация:Online services that help involve population into urban governance become an integral part of the world’s major cities’ infrastructure.
It took just approx. 2 years to such cities as Moscow and Seoul to involve millions of people into urban management via e-services.
Obviously, it concerns billions of dollars saved for the city’s budget by making timely decisions, as well as saved time of residents and administrative costs reduction etc.
A purely “technical” innovation has driven a breakthrough in urban management – in the essence, it started up a large-scale administrative reform to be implemented in a short term and mostly implemented in Moscow.
The progress made by Moscow, Seoul, Buenos Aires and Mexico City in development of the infrastructure to involve the population in urban management is directly connected with the active standpoint of mayors in these cities.
No matter how sophisticated online and offline service solutions were, citizens can only be engaged if they want to, and their desire, in turn, depends on prompt response of municipal agencies, the rationale behind their actions, the problem solving rate etc.
The infrastructure of urban online services is introduced for decades; so, the infrastructure accessibility for population in the long run is the key success indicator of development programs for such infrastructure.
Independent online resources established on the crowdsourcing principle are a helping hand in such work.
The overview made in the study suggests that disclosures on the city are just one of important objectives. Collection, processing and analysis of millions of requests sent by population via e-portals of the municipal government – the invaluable information source for the city and the framework for the “unbiased” urban social studies - is becoming the frontline of data handling.
Building the “e-democracy institutes" into the urban management system is the critical strategic objective for government in most cities of the world. Moscow finds itself among the new leaders and has an enormous potential to reinforce its positions in the advanced cluster of “smart cities”.
